PUBLIC NOTICE

Sealed bids will be received by the Dallas County Water and Sewer Authority at their office located at 2504 Old Montgomery Road, Selma, AL 36703, until Tuesday, June 30, 2026, at 1:00 P.M. CST, and then publicly opened and read aloud for furnishing all labor and materials, and performing all work described as follows: The project consists of rehabilitation to Well No. 1 to include removing and replacing existing high service pumps, chemical feed equipment, filter tank media and appurtenances, aerator, flocculation and sedimentation equipment, sensors, doors, louvers, windows, control systems, etc., and rehabilitation to Well No. 3 to include removing and replacing filter tank media and appurtenances.
A non-mandatory pre-bid meeting will be held virtually on Tuesday, June 16, 2026, at 1:00 P.M. CST. Instructions for attending the virtual pre-bid conference are included in the contract specifications. Dallas County Water and Sewer Authority obtained funding through the Drinking Water State Revolving Fund (DWSRF Project No. FS010316-01) American Rescue Plan Act (ARPA) through the Alabama Department of Environmental Management (ADEM). Compliance with all applicable Federal, State, and local laws, rules, and regulations are required.
Bid documents may be examined at Dallas County Water and Sewer Authority’s office at 2504 Old Montgomery Road, Selma, AL 36703. Project engineering firm is The Kelley Group, LLC, (256) 248-7030. Bid documents may be purchased ONLY from The Kelley Group’s online plan room at www.kelleynetworkplans.com. General contractors who bid must purchase at minimum the digital plans and specifications. Documents are available at reproduction cost with no refunds available.
Performance and Labor and Material Payment Bonds, proof of insurance, and a complete list of subcontractors and suppliers will be required prior to the signing of the Contract. A Performance Bond in an amount equal to one hundred percent (100%) of the contract costs and Labor and Material Payment Bond in an amount of one hundred percent (100%) of the contract cost in the form and terms approved by the Dallas County Water and Sewer Authority will be required at the signing of the contract. In addition, the Contractor must furnish to the Dallas County Water and Sewer Authority at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract.
No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a bid for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama.
The bidder shall show evidence by clearly displaying the current license number on the outside of the sealed envelope in which the bid is delivered. In addition, bids shall be clearly identified on the exterior of the package with the bidder’s name, address, the name of the project being bid, and time and place of the bid opening. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days. The Owner reserves the right to reject any or all bids and to waive technical errors if the best interest of the Owner will thereby be promoted. All bids received after the date and time of the bid opening noted above will be returned unopened.
